The attack left a man with a fractured eye-socket with police sending their findings to the Crown Prosecution service (CPS) in November.
Stokes, along with two other men from Bristol have been issued with the charge and are due to appear at court at a later date.
The England vice-captain missed the entire Ashes series, which the tourists lost 4-0 with the England and Wales Cricket Board saying he wouldn't be considered for International cricket "until further notice"
A statement from the CPS read: "Following a review of all the available evidence, the CPS has today authorized the police to charge three men with affray in connection to the incident."
