A hat trick from Rhian Brewster, his second of the tournament, initially put England ahead and then sent them 2-1 up at half-time.
Despite the talisman's dominance, when Brazil equalized through Flamengo defender Wesley, then missed a massive chance to take the lead less than 10 minutes later, the Young Lions needed something special to get back in the game.
But Brewster took his chances clinically and was assisted by Manchester City midfielder Phil Foden as the side hit back.
Completing his hat trick 15 minutes from the end, the Liverpool striker went top of the scoring charts for the tournament, helped by his quarter final hat trick against USA.
England will face either Mali or Spain, in Saturday's final, looking to follow the U20s, who won their World Cup in June.
